What is No. of Site Collections (per User)?
Answer
This is the number of SharePoint Site Collections that this tool is going to manage, it is per end user (who will install this tool on their machine). The No. of Site Collections should include all Site Collections across all web applications and farms that will be managed by the tool.
The tool was designed for SharePoint Site Collection Administrators, Site Owners and Content Owners.
Once you use the tool to build a report, fix links, move content, etc - a Site Collection License will be allocated for the Site Collection(s) involved. You can change Site Collections licensed if a Site Collection was used as a test or added by mistake, by contacting Technical Support.
You only need to license the SharePoint Site Collections that you need to manage with the tool: For example, you may only need to check permissions or fix broken links for 10 high visibility or large SharePoint Site Collections, therefore you only need to license 10 Site Collections (even though your environment has more than 10 SharePoint Site Collections).

For Example:
If you have to create a Broken Link report using the SharePoint Broken Link Manager tool, and you only need to scan the HR site collection. Then the number of Site Collection licenses needed would be 1.
If you have 5 Site Owners and each are responsible for 1 Site Collection, you would select 1 for "No. of Site Collections (per User)", and select 5 for "No. of Users (who will use this product)".
If you have 100 Site Collections and 2 users who will be responsible for 50 site collections each, you would select 50 for the "No. of Site Collections (per User)" value, and select 2 for "No. of Users (who will use this product)".
